Residents were told on Saturday to not drink their tap water or use it to brush their teeth and not to boil it, as it may increase the concentration of toxin.
The overgrowth of algae was caused by farm runoff including fertilizers and sludge from sewage treatment plants and some say warmer water due to climate change.
Apparently the city has known of the problem for over a year.
